Not using routines or Amazon's own plug. Most 3rd party smart plugs store their timers on the device and still trigger without an internet connection (although you have to use their own app to set those timers).

Answer:
The Echo Plus (2nd Gen.) has smart home capabilities built in, so that would be a good place to start. From there you can add smart plugs to your outlets so you can plug lamps, coffee maker, alarm clocks, etc. into the smart plugs and control with Alexa. You can also get smart bulbs; but I do not have experience with those.
