Short answer: yes. PSE runs nicely on both of my computers -- a Windows 7 laptop and the other a Windows 10 laptop.

You can do some photo restoration with Photoshop Elements, but would have more options in the full version of Photoshop or Lightroom

Yes. You could use layers -- make a duplicate layer of your photo -- and then color the eye area, and delete the rest from that layer.

It is my understanding it can just be downloaded, but I did purchase the discs. I’m old! Makes me feel better! ๐Ÿ˜‚๐Ÿ˜‚๐Ÿ˜‚. There is also a 30 day trial period available.

I like the CD, because if I get a new computer, its easy to reinstall. But, many of the new computers do NOT have CD drives any more. Unless you have an external CD drive that is USB connected. thats a tall order, you have to check the os version you're running since it is not as much hw dependent as sw dependent, a guess is you need a new computer. works great on my mac btw.
