Yes. You get 4 of the bags shown, which each hold 5 refills. Each refill has 50 wipes. So 20 refills, and a total of 1000 wipes.

I personally would not think about putting them in a septic system. My plumbing got clogged up and I have city sewers!

They makes a dispenser, that you should be able to purchase one time from the grocery store, but I place the refills into my Cottonelle dispensers, and it works just as well.

These are definitely flushable. And are biodegradable as well (which means they break down in the sewer pipes...unlike other brands).
