Is this a safe power source to run a laptop without damaging it?

Yes. I have been running my laptop off an inverter for years without any issues.

Have tried to run a laptop from it, but haven't noticed any surges on any of my other electronics while charging.

Yes. If you check the power cord you now use for house current you will most likely find an adaptor built in the power cord that converts AC to DC.

A laptop, or other like device needs a sine wave inverter, not a modified, or square wave, like this inverter. Initially you wont see any damage, but over time you will do damage to your electronics.
