What's the best way to attach this to a dresser?

The changing pad comes with a strap. However, this strap is intended for the baby, not to secure it to furniture. I don't believe this is intended for a dresser. I personally wouldn't do it. If you are gonna go that route, I'd invest in some Velcro strips so it doesn't slide all over, and I'd never leave the baby unattended.

It's designed to be used with changing tables that have a lip or rails all the way around, not with a traditional dresser.

you have to get a dresser changing top frame first and attach that to any dresser and then the pad goes inside of it.
