Will this work for a standard desktop cd/dvd drive?

Didn't work for me. Hard drive didn't spin up. My guess is not enough power thru usb to power up. Didn't try dvd drive.

Yes it work with desktops and laptops.

It probably would transfer data but might not power the drive.

The length of the cable may be one limitation as to where you can place that DVD-drive.
Power from the USB is another limit. Likely the DVD needs 12V and it is not clear that the adapter generates that.
IMO This adapter is designed for SSD only
